Aksi BBM 27 Maret


“DEMO 27 Maret 2012”

Masyarakat sangat keberatan atas kenaikan BBM yang suatu saat nanti akan naik. Seperti Aksi 27 Maret dilakukan serentak dalam 1 hari dalam jumlah massa yang besar dari lintas sektor.
Salah satu konsumen juga mengatakan bila solidaritas pasif turut dalam perhitungan maka jumlah pendemo tentu bisa melebihi 2,5 juta orang. Demo BBM naik Aksi 27 Maret besar-besaran ini di klaim akan mengalahkan jumlah demo di Mesir saat menjatuhkan pemerintahan Husni Mubarak serta mengalahkan jumlah massa demonstrasi Tunisia yang menjatuhkan Ben Ali.
Hingga saat ini tuntutan pendemo mengerucut kepada 3 hal utama Yang pertama tentu penolak terhadap kenaikan BBM, tuntutan nasionalisasi aset pertambangan dan migas serta tuntuan turunnya pemerintahan SBY-Budiono. Perbedaan demo BBM naik Aksi 27 Maret dengan demonstrasi di negara lain adalah kepemimpinan isu, demo dan lapangan dipegang oleh mahasiswa dan buruh. Sedangkan di negara lain kepemimpinan umumnya dipegang oleh partai oposisi.
Hal inilah yang menyebabkan Presiden SBY mengkategorikan demo BBM naik Aksi 27 Maret ini dengan sebutan ‘Gerakan Aneh’. Tidak lain karena pola gerak, mekanisme komunikasi antara kelompok menyebabkan kepemimpinan tunggal demonstrasi sulit di identifikasi.
Presiden  SBY  telah menyampaikan pidatonya  secara resmi menyangkut keputusan pemerintah  yang disiarkan oleh saluran televisi ke seluruh tanahair. Pemerintah secara resmi menunda rencana kenaikan harga BBM yang seyogyanya akan mulai berlaku 1 April 2012.
Memperhatikan pidato presiden secara seksama kita mendapat pesan tersurat dan tersirat yang terkandung dalam penampilan presiden SBY yang tidak seperti biasanya. Saat tampil kali ini terlihat presiden berkali-kali terbata-bata menyampaikan pidatonya.
Secara tersurat, presiden menyampaikan solusi menangani persoalan perekonomian dan menunda kenaikan harga BBM dengan melakukan langkah-langkah sebagai berikut :
  1. Melakukan langkah penghematan pada pengeluaran belanja rutin negara.
  2. Melakukan langkah pemungutan pajak
  3. Melakukan langkah konversi bahan bakar minyak (BBM) dari ketergantungan pada minyak menjadi ke gas (BBG).
Secara tersirat, presiden mengatakan akan tetap bersama rakyat menjaga perekonomian negara sehingga tidak terpuruk pada krisis perekonomian seperti 1998. Presiden dalam suka dan duka akan selalu bersama rakyat. Kadang kala presiden terpaksa melakukan langkah yang tidak populer semata-mata adalah untuk menjaga perekonomian nasional.
Dalam suka, rakyat telah berhasil melewati beberapa tekanan-tekanan dalam perekonomian dan bencana alam yang mendera bangsa. Dalam situasi apapun pemerintah akan melakukan apa saja untuk menjaga keutuhan perekonomian nasional.
Dalam duka, meskipun SBY tidak menyebutkan secara eksplisit bentuknya tapi secara implisit mengajak kita melihat pertumbuhan perekonomian dan pembangunan infrastruktur dan sistem demokrasi  telah berjalan dengan baik selama kepemimpinannya.
Menarik kita kaji adalah solusi yang ditawarkan oleh presiden SBY di atas ada tiga bidang, apabila semuanya dapat berjalan dengan baik akan sangat membantu memberikan pemasukan untuk membiayai pembangunan negara. Akan tetapi jika sedikit saja mau kritis, presiden SBY sebaiknya menyampaikan langkah yang paling tepat dan paling ditunggu-tunggu saat ini, yaitu :
  • Menjaga tingkat kebocoran pengeluaran kas negara
  • Mengurangi atau memberantas terciptanya biaya siluman yang justru mengakibatkan ekonomi biaya tinggi.
  • Menindak tegas pelaku korupsi dan koruptor karena dari sinilah salah satu penyebab mundurnya perekonomian nasional.
Dengan demikian, pemerintah tidak perlu berkecil hati, apalagi presiden sampai terbata-bata membayangkan kekisruhan terjadi mana-mana, padahal langkah pengamanannya sudah sangat baik meskipun banyak oknum yang tidak mampu mengendalikan emosinya.
Memang diakui belum tentu target yang diharapkan dapat tercapai secara utuh, akan tetapi 80%  saja  (Rp.1.238 trliun) .terelaisir dari pajak maka peraoalan subsidi terhadap minyak (BBM) dan kebutuhan lainnya sudah dapat teratasi. Jadi presiden SBY tiadak perlu terbata-bata dan larut dalam kekecewaan akibat pembantu membisikkan hal - hal yang  membuat presiden SBY salah langkah.
Kita menanti salah satu solusi yang luput dibicarakan presiden dalam penyampaiannya pidatonya dalam mengatasi persoalan tertunda kenaikan BBM. Naik atau turunnya BBM telah ditentang oleh banyak kalangan, semua itu bermuara pada kekecewaan masyarakat akibat sistim kartel  telah menguasai  hidup orang banyak dan suburnya praktek korupsi yang memicu terjadinya biaya perekonomian yang tinggi. Dengan demikian kita berharap agar pemerintah mampu dan segera memperbaiki diri, jangan sampai  terjadi  kebocoran-kebocoran anggaran, apalagi dikorupsi.

SEJARAH dan TUJUAN TOEFL DI INDONESIA

TOEFL adalah singkatan dari Test Of English as a Foreign language. TOEFL merupakan sebuah test yang digunakan untuk mengetahui kemampuan seseorang dalam berbahasa Inggris. Test TOEFL berawal dari sebuah proyek ferguson yang digunakan untuk mengukur kemampuan bahasa pegawai pemerintah dan mahasiswa. Sejak tahun 1960-an, tes TOEFL dikelola oleh Educational Testing Service (ETS), sebuah organisasi standar-pengujian internasional.

Tes TOEFL adalah merek dagang terdaftar dari Educational Testing Service (ETS) dan diberikan di seluruh dunia. Tes ini pertama kali diberikan pada tahun 1964 dan sejak itu telah diambil oleh lebih dari 23 juta siswa.

Tes ini awalnya dikembangkan di Pusat Linguistik Terapan dipimpin oleh ahli bahasa, Dr Charles A. Ferguson. Berbasis di Washington, DC, Pusat Linguistik Terapan (CAL) adalah sebuah organisasi nirlaba yang berkomitmen untuk meneliti hubungan antara bahasa dan budaya. Didirikan pada tahun 1959, direktur pertama adalah Charles A. Ferguson yang pernah diberikan program serupa di Timur Tengah di tahun 1921-1998 dan mengajar sebagai profesor di Universitas Harvard. Ferguson dipandu untuk mengembangkan solusi praktis untuk penerapan bahasa dan keprihatinan keaksaraan pemerintah internasional dan nasional.

Proyek awal Ferguson adalah untuk mengembangkan tes yang akan mengukur kemampuan berbahasa dimana bahasa Inggris merupakan bahasa kedua kepada mahasiswa dan pegawai pemerintah. Ferguson dan peneliti linguistik mengembangkan tes TOEFL selama lima tahun pertama.

Sejak akhir 1960-an, tes TOEFL telah dikelola oleh Educational Testing Service (ETS), sebuah lembaga standar pengujian internasional. Antara tahun 1964-2008, sebanyak 24 juta orang yang sebagian besar siswa internasional telah mengambil tes TOEFL.

Test TOEFL terdiri dari test membaca, menulis, mendengarkan dan berbicara. Dulu test TOEFL hanya berbasis tes kertas dan tes komputer, namun sejak tahun 2005 tes TOEFL beralih menjadi test berbasis internet yaitu TOEFL iBT.

Tujuan Test TOEFL

TOEFL memiliki dua tujuan umum yaitu: Academic dan General. Dalam bentuk yangsama, sertifikasi rekomendasi TOEFL bisa gunakan untuk kedua hal tadi. Academic adalah menggunakan test untuk tujuan pendidikan, penelitian atau yang berhubungan dengan kegiatan akademis di luar negeri, ataupun di Indonesia. Untuk paska sarjana, biasanya nilai minimal adalah 550. sedangkan untuk S1 adalah 500General pada umumnya digunakan untuk tujuan pekerjaan, kenaikan pangkat atautugas kerja. Banyak perusahaan yang memasang standar bahasa inggris karyawannyadengan melihat nilai TOEFL – nya. Umumnya, nilai TOEFL minimal adalah 500 untuk kenaikan pangkat standar.Sepanjang yang saya temui, kisaran nilai TOEFL rata – rata orang indonesia dengan jenjang pendidikan minimal S1 sangat fluktuatif. Bahkan ada beberapa yang tidak mengetahui apa dan untuk apa itu TOEFL (mereka membaca dengan : ”tufl”). Tidak demikian dengan para pengambil jurusan bahasa inggris semasa kuliah. Minimalmereka tahu, apa itu TOEFL. Meski demikian, nilai TOEFL seorang mahasiswa ataululusan jurusan bahasa inggris sekalipun tidak menjamin tinggi. Pada beberapa kalicase recruiment, saya mendapati beberapa applicant mendapatkan nilai TOEFL 300,padahal di lamarannya, yang bersangkutan adalah alumni sebuah ABA (AkademiBahasa Asing).Sedangkan secara umum, fluktuasi nilai TOEFL rata – ratanya berkisar antara 300sampai 600.

Apakah nilai TOEFL seseorang menjamin kemampuan bahasa inggrisseseorang?

Umumnya, orang memahami bahwa bahasa inggris adalah speaking, conversation, cascis cus dan seterusnya. Bahasa inggris mengcover 4 skill utama yaitu: Listening(pencernaan kata melalui pendengaran), Writing (pencernaan kata melalui tulisan dantata bahasanya), reading (pencernaan makna sebuah text bahasa) dan Speaking(mampu mengucapkannya).Berbicara tentang penguasaan bahasa, maka tidak bisa dilepaskan dari penguasaanempat skill tadi, secara sempurna. Namun, banyak yang beranggapan, yang pentingadalah kemampuan mengucapkannya, meski dengan tata bahasa yang penuh toleransidan pilihan kata yang seadanya dan asal ketemu.

Contohnya:

Us : Better go now….

Dari makna pembicaraan, ucapan tersebut memiliki pengertian. Tetapi kita juga tahu,kualitas seseorang diketahui dari caranya berbicara, terlebih penggunaan diksinya(pilihan kata).
